The role of our one-time guardians has shifted from one of a proactive nature to that of a purely reactive nature. The traditional public perception of local police and the duty “to protect and serve” has been shattered by numerous press releases from exhausted local law enforcement agencies informing a dismayed public that protecting them no longer has a place in the role played by the typical law enforcement officer. Departments are plagued by violence on officers, rapidly dropping enlistment numbers and early retirement now seems to be the norm. This condition is leaving an increasingly widening void where “community policing” type services used to be and your average “observe and report” security services provider is neither trained nor inclined to step up and fill it.
